(Ten (10) states mandate character education through legislation; Alabama, Arkansas, California, Florida, Georgia, Indiana, Nebraska, Tennessee, Utah and
Virginia. Seven (7) states encourage character education through legislation:
Maryland, Mississippi, North Carolina, Oklahoma, Oregon, Washington and West
Virginia.)
